Monitoring & Reporting
Overview & Requirements

Since 1st January 2011 public sector bodies are required to report annually on their energy usage and actions taken to reduce consumption – in accordance with S.I. 542 of 2009. These regulations transpose the Energy End Use Efficiency and Energy Services Directive (Directive 2006/32/EC) into Irish law.

There are two key obligations on public bodies with regard to reporting energy performance on an organisational basis:

  • Requirement to report the organisation’s energy performance directly to SEAI each year – Track Progress towards the 2020 target.
  • Requirement to include a section on the organisation’s energy performance in the organisation’s own annual report. See Your Organisation’s Annual Report

Note: These statutory obligations require organisations to report energy performance on an organisational basis.

What you need to do next

You must complete the two key obligations on public bodies with regard to reporting energy performance on an organisational basis:

Submit your energy data

Report your energy performance directly to SEAI each year

Your Organisation's own annual report

Include a section on your organisation's energy performance in your own annual report

To help you track progress towards the 2020 targets, SEAI and the Department of Communications Energy & Natural Resources are developing an energy monitoring and reporting system. See Tracking Progress to 2020.

Actions at project and site level
The statutory obligations above refer to reporting energy performance on an organisational basis. However, the measurement and verification of energy savings on a project and/or facility basis are important elements of effective energy management and are essential for the implementation of certain innovative procurement and financing models, e.g. ESCOs. Various methods of measurement and verification are available, see Monitoring & Verification for additional information.
